We are a nice, sit down American restaurant located inside The Holiday Inn in downtown Portsmouth, OH. We are within walking distance of the historical murals painted on the flood wall that runs alongside the Ohio River as well as many other Portsmouth landmarks. We are open for breakfast Monday-Sunday and dinner Monday-Saturday each week. Although we are closed for lunch each day, we offer traditional breakfast items in the mornings and during dinner we offer so many delicious items from crab stuffed mushrooms and zucchini fries to seafood, burgers, and great steaks! We also have 3 event rooms located inside the building that are constantly being booked for business meetings, weddings & receptions, class reunions, and tons of other events!

Our server was very friendly and knowledgeable. The “Small Plate” was huge! The steak was tasty but chewy for being a tenderloin and shrimp on a skewer would normally be warm with seasonings, not icebox cold.
A nice restaurant for gatherings being in a hotel.

This place is located inside of the Holiday INN. It has two seating areas, lounge=bar and dining room= traditional restaurant seating.
Atmosphere:looks beautiful….at first glance. If you look even a little too hard, you will see the worn down, dated decor and areas of plain old dilapitation( stains on ceiling, wallpaper peeling, cracks in drywall ect. They add white table clothes and candles, but the effect is short-lived.

Service: Our service (while slow) was very good. The young gentleman who served us was efficient, kind, and well-mannered. He was tipped accordingly, because it was obvious the delay was not his doing by the way other customers were served the items that came from the kitchen after long wait times and not items the servers were responsible for.

Food: In short, it’s not true fine dining cuisine. It could be better described as “fine dining.” Emphasis on the quotations. It is basic food parading as upscale with its presentation. The flavor was… ok. The appetizer we got was the southwest spring rolls. They were tasty, looked handmade, and presented nicely. The salads were run of the mill iceberg lettuce salads. The entrees(everyone’s MAIN concern, lol) were subpar in flavor but very well cooked. The lovely plating and decent preparation was the food’s saving grace due to the absolute lack of seasoning.

Desserts: Stay away from these. They are low quality and not worth your money. Enough said.

Drinks: This is an area of no complaint. Well priced-ish. But they are well made and taste good. Just get them at the start of your meal because they are not shy with the pour.

Pricing: It won’t break the bank but it’s not worth the cost of what you get in quality, but it is worth the cost in portions. The sizings were sufficient.

OVERVIEW: Don’t go with high hopes true fine upscale dining as this diner did. You will leave confused and disappointed. Treat it as a trip to an SLIGHTLY more elevated AppleBee’s(but with worse food).

Forget about it. The place looks nice & the staff was very friendly, but they didn’t execute. Ordered prime rib sliders cooked med. w/ mac & cheese for pick – up while staying at the hotel ($19). They didn’t include the au-jus (had to go back down for that). Mac was good but the sliders were overcooked and dry. Meat was low quality, chewy and thin cut. Did not finish.

The food wasn’t bad but the service is slow and absolutely the worst coffee ive ever had in my life . Took about a hour to eat breakfast, and i hope u dont want any refills. I should have just went else where to eat

We have drinks and appetizers or dinner at Oscar’s at least twice a month. The Spring Rolls are fabulous and the Fish and Chips is another favorite. The bar manager, Kristy, makes THE BEST Old Fashions and Cosmopolitans that you’ll find anywhere! Her attentive service to us at our table really makes every visit so special.

We were here for a wedding rehearsal dinner. I thought the food was great, especially for so many dishes at once. The salmon was cooked perfectly. I’m sure a regular dinner in the restaurant would be very good. If you’re just coming through town, aren’t feeling adventurous, and want to stay in the hotel you’ll get a good meal here!

Update: the pie is still crazy expensive (but delicious… I wish it was terrible so I wouldn’t be tempted, but it isn’t).

The food quality is MUCH better, these days. The menu is quite large, maybe even overwhelmingly so. The weekly specials are delicious and affordable. Great, friendly service!

Original review: I’ve eaten at Oscars on several occasions and each time the atmosphere was quite nice and the service was friendly, but the menu options and food quality were dull and underwhelming. Not terrible, just…incredibly dull. Most menu items are overpriced, but one can usually expect that from a restaurant housed within a hotel; however, no one expects a small slice of pie, scratch made or not, to cost around $8!

I have stayed at the holiday many times for work. There is no better feeling after a long drive than getting to my hotel that has a great restaurant and bar. Jarred the bartender has amazing people skills and a great bartender. He remembers names, drinks and meals of people who come frequently. That is one of the best qualities of a bartender.
They have a good selection of beers along with mix drinks. The menu is large but the food is better than expected for a hotel restaurant. The prime rib sliders are turkey amazing.
I would highly recommend eating and drinking here

Burger tasted fine my daughter liked her meal as well. Fries were good. I would have ordered dessert but they were having the waitress do double duty and she never came back so when the other person finally did show up I just asked for the check. We both really like the fried zucchini sticks appetizer.

Went to this restaurant with my wife for her class reunion. The area we used was very clean, the food was really good and the service was good. Although they will charge you a “large party” service bill even though everyone had their separate bills which I didn’t though made sense. So just a heads up that your bill might be higher than expected because of this.
