Welcome to the Scruffy City Hall! Part of the Scruffy City Bar Hop ~ Located on Historic Market Square in the Heart of Downtown Knoxville. Scruffy City Hall is Knoxville’s Cathedral of Entertainment and Libations. From the CinePub Under the Stars on the Scroof, to the Loggia Balcony Bar overlooking Historic Market Square, to the gothic Main Hall and fifty beers on tap, Scruffy City Hall is a working piece of art on three levels.

Enjoy the great load music, food and drinks at this unique and beautiful venue on Historic Market Square. Come in to see an amazing show or just to have a beer and a bite to eat and check out our SCROOF rooftop bar on top of Scruffy City Hall. Another unique rooftop experience. The cover fee is $10 each (cash only), but you also get into two other buildings with several themed floors each including the Preservation Pub and the rooftop Crystal gardens. There is almost always live music on weekends (full on concerts) that are a lot of fun. The website shows the schedule of who will be where and when in the 3 buildings.

Smooth Sailor was Awesome! I enjoyed the show, sound quality was great and the spectator area was open and comfortable. The bar area is tight and sometimes difficult to get in or out of the main section. Bartenders were great and served fast. 5 stars if it wasn’t so bottlenecked between the entrance and main venue.

You definitely have to give this place a try. The place is amazing. Enjoyed every minute of it. Due to time and also having our 15 yr old with us. No one under 21 after 7pm. We were sent to upstairs bar area to eat. The bar tender even though I can’t remember her name, for that I do apologize was wonderful. Very pleasant attitude, kept us entertained just freaking awesome. Their pizza has to be the best I’ve had in ages. You will be very satisfied with this place. Remembered the bartenders name.”Lindsey”. So go see her she will definitely take care of you.

Found this place after a show at the Bijou and thoroughly enjoyed it! The band was awesome, it was WAY less packed than the pub next door and we had a way better time! The atmosphere and dance floor were great!

Pretty cool bar with cool lighting all around.I love the decor with its mixture of old meets new. Weekday nights are chill and I love the quietness of the patio lounges. The bands that perform are a hit and miss but overall it’s a fun bar with a great atmosphere.

Don’t go here during the day. Don’t come with kids if visiting from out of town. Millennial bartender can’t possibly be bothered to take a food order… expect food such as chips and salsa to be a 45 minute wait… apparently their “sister” bar down the street makes the food and then someone from down the street brings it out. I’m sure it could be a cool night spot, just don’t go during daytime hours for lunch or a snack. Food wasn’t great either.

I used to love coming to scruffy and I so badly wanted to see the Garcia band but I think it is very deceiving to advertise admission at $5 and charge $10 when you get there which has happens the last several shows. Also the drinks have been what I call half pours. I can’t afford you anymore. I miss you!!
