Service at the beginning was super (the older guy was very attentive and caring), then we were forgotten and had to wait until the guy (I guess his name Tagit) would finally see us and come.
Atmosphere is warm and pleasant but little too loud (for me)
However, I was very disappointed to see an 18% “Service Fee” added to the bill. While the fee itself was visible, the explanatory note in small print below stated that this charge is used to cover administrative costs and should not be considered a tip for the server.
In New York State, fees like this are generally expected to be clearly disclosed before ordering, not explained only later in fine print on the bill. Discovering that an 18% charge is not a gratuity but an internal administrative fee feels misleading and unfair to customers.
Again, the restaurant, food, and staff were great, but adding a nearly 20% charge that does not go to the server and is explained only in fine print feels like pure nickel-and-diming. What’s next — a hidden fee for cleaning the floor or taking out the trash?
Restaurants should be transparent about pricing and let customers decide how much they want to tip their server.

Unfortunately, my dinner experience was the complete opposite, and it was especially disappointing because it was my birthday. I ordered a small cake with a birthday song. The song played, but no one came out, and the cake arrived with no candle. About 10 minutes later, they brought out a different cake with a candle, but it wasn’t the one I had ordered.
We also ordered kunefe, a Turkish dessert, and were told it would take about 10 minutes, but it took closer to 25 minutes. During that time, we could see a few pieces already sitting by the window, so it was unclear if they were just warming them up or if there was a delay in communication. On top of that, the waiter rarely checked in—we constantly had to call him over if we needed anything.
Another issue was the seating by the water. It was extremely cold, to the point where almost everyone was eating with their jackets on, while the inside dining area was warm. That’s something that definitely needs attention.
Overall, I still think Rocca has a lot of potential, and I highly recommend going in the spring or summer when the atmosphere can really be enjoyed—once these issues are addressed. I just wish my birthday dinner had matched the great experiences I’ve had here before.
Good for a romantic dinner or a brunch with friends or a family event or a celebratory occasion!
Been here a number of times over the years. Most recently was for my niece’s high school graduation dinner with family. The food was delicious- huge portions, definitely for sharing. The servers were attentive but not lurking. The view of the Bay was peaceful and beautiful. And we got them to bring out dessert for my niece to congratulate her and they had the perfect song all ready to go (Post Malone’s Congratulations)!
The restaurant’s location has beautiful water views. The open windows allowed for a refreshing breeze, making it a pleasant dining experience. We would return and hoping for improved service next time.
