Super clean and easy to get to. I was meeting an old friend here, which happened to be our halfway point, and found it to be the perfect place to grab a tea/coffee, a pastry, and catch up for a couple of hours. Although they didn’t have a decaf iced coffee like I was hoping for, they did find me a beautiful aromatic fruity tea to pour over ice. Very nice staff and helpful. I’d come back again for a simple drink. They had some Greek treats that I was interested in, but didn’t have the appetite for, unfortunately. Hopefully next time.

Stopped here for a late breakfast on a weekday to try it out. The service was disjointed during the ordering process, they seemed understaffed maybe it was just that day.
The food was so so for the price point, nothing we ate was a standout although the coffee was very good. Both the womelette and the waffle could have used more cook time. I expected a slight crispness to the womelette, but that wasn’t the experience. The waffle was slightly underdone inside and also could have been crisper.

Atmosphere is really a preference – I prefer quieter, so for the 20s-40s this is your go to place for sure.. haha I’m over 60 so a little loud for me but it is a great place

Craving brunch and coffee, I discovered @PenelopeCoffeeandTea in Foster City—a delightful spot that did not disappoint.
I began with the Fresh Belgian Berry Waffle, a thick, satisfying waffle topped with strawberries, blueberries, and whipped cream. Every bite was fresh and filling, a perfect treat for a sweet breakfast lover like me. Then came my Berry Cream waffle—a decadent dessert featuring a crispy-yet-soft waffle with vanilla ice cream, strawberries, caramel drizzle, and whipped cream. Absolute perfection!
For my drink, I had Penelope’s Samoas Coffee—a rich espresso shot blended with caramel, chocolate sauce, and toasted coconut. It tasted exactly like my favorite Girl Scout cookies—pure delight in a cup. My friend opted for the Cookie Monster, a bold espresso creation with cupcake, cookie dough, and salted caramel. She loved it, saying it reminded her of the ice cream version. This café is a fantastic place for brunch with friends who appreciate great waffles and coffee. Highly recommend!

5 Food, 5 Service, 4.5 Ambiance; Yummy! Have the womlette (omelette in a waffle). Surprised with the tater tots, cheese and meat perfectly melded into a waffle. (See pics) Sweet waffles were tasty too. Everything was served with the correct accompaniments. Didn’t really need the toast but yummy addition anyhow. Ice coffee was strong and smooth. Wish they had an electronic menu with photos or self order kiosk with photos because there were a lot of choices, only one cashier and plenty of hungry people waiting for me to order. Plenty of outdoor seating, including a sofa and umbrellas if needed. Everyone left happy and satisfied. $45 3 people

Great coffee! Love the ‘Greek’ mocha the best, tastes like hot chocolate! I believe they are the first to offer waffle breakfast with eggs and other fixing all together, it’s so good! lots of tea options too and very creative. It’s run by a Greek family and everyone working at the store is very friendly and helpful! If you are in the mood for a great sandwich, go around the corner and visit Sandwich Monkey, dame owner and one of the best sandwiches shop I’ve been to! Not in Foster city? No worry, there is one in downtown San Francisco and recently opened ine in San Mateo! You definitely have to visit!!

Penelope’s is a GEM! It’s fire, man. Love the Greek ode. The coffee is STRONG. Vietnamese and Greek coffee are the strongest coffees I’ve had. Very nice crowd and service as well.

The staff is nice. They make omlett in the shape of waffles but I didn’t really enjoy the taste of it that much. It was a bit bland for my taste.

Got the Samos Coffee (must try if you love the Girl Scout cookies or just love coconut) and the bacon Womlette, basically an omelette that’s been put in a waffle iron. The novelty was cool and tasted surprisingly good. A little lacking in flavor, but nothing hot sauce can’t fix. Fun to try once, but not something you need to get again.
Very nice area, make sure to sit outside as they have lots of seating!
