As you enter, you’re greeted by a full throated greeting from the staff – there were 2 cooks, and 2 wait staff!
I ordered edamame, Chicken Karaage with honey garlic dipping sauce, a side of Japanese white rice, and a Maumee cider to drink. The breading was different from what I expected, and good. I was expecting more like panko breading, versus a wet dipped, crusted coating. Again, I liked what I got! The outside was crispy and the chicken inside was moist, hot, and delicious.
The edamame was as expected, with nice chunky sea salt sprinkles. The Maumee Cider was a nice complement, and surprise. It was crisp and dry, but with a nice sweetness from the apples. And the rice was, well, rice. At first I thought it was prepared like sushi rice with mirin mixed in, but found out it was simply boiled rice that was a bit stuck together, but not mushy. They have a house soy sauce that’s flavorful and added the right amount of saltiness to what I ate.
The restroom was ok, but not like many Japanese restaurants I’ve visited that have immaculately clean restrooms. A slight mould scent lingered, but recently it’s been rainy and damp.
The staff was really friendly and attentive, without being disruptive.
I would definitely recommend anyone wanting Japanese style fried chicken to checkout Papa Kato’s when in Toledo, Ohio!
And the the chicken? I’ve lived overseas, visited Japan several times, lived down south and on the east coast. Without hesitation, I can report this is the best fried chicken I’ve ever had in my life. 100%. Juicy, fresh, crispy and delicious. Great beer and sake selection (Genny Cream ale for you New Yorkers!) 8-choice sauce selection, and great sides.
You will not be disappointed. I recommend your first time to eat in so the chicken is as hot as you can get it. Bravo!!

The signature half chicken is fantastic but don’t sleep on the Karaage (chicken chunk) rice bowl, the Japanese potato salad, or the delish and diverse array of dipping sauces (kimchi ranch was a personal fave). Karaage Donburi which is a delicious rice bowl with chicken, and of course they have their signature half chicken which is chef Kengo’s signature dish.
This fried chicken isn’t just fried chicken. It’s JAPANESE FRIED CHICKEN. They go above and beyond here to make sure the chicken is perfectly moist and juicy on the inside but also crispy on the outside.
Honestly, the fried chicken itself already taste exceptionally delicious without any sauce, but if you want to add more flavor then try their 8 different sauces. I recommend the Miso buffalo and Kimchi ranch.
The Kengo team has done it again. This Japanese fried chicken is absolutely delicious and dare I say the best fried chicken in town.
