Every time I’ve come here, I’ve had a wonderful experience! The share plates are varied and all quite tasty, and the side salads are fresh and appropriately sized, neither too little nor too much. The cocktails are all well thought out with fun and clever names that somehow only modestly set the stage for how delicious they are. I veered off the beaten path a bit during my last visit and requested a Fig Manhattan that, while not on the menu, was a testament to our bartender’s skill and versatility. Overall, I would highly recommend this place to anyone who asks, especially if you’re going to enjoy time with good friends, great drinks, and a very pleasant atmosphere with skilled and friendly staff.

I had never been to Civil Libation prior to 2025, but I have been a few times this year and love it each time. Great appetizers, entrees, drinks, atmosphere, and service. The holiday drink menu is festive and tasty! The scallops and street corn are a delight. I suggest going on a Tuesday for $2 off drinks and apps because it can be a little pricey. I appreciate the clearly labeled menu options and dietary restrictions. I will definitely return!

What a meal we had at Civil Libation Bistro in VA Beach! We were looking for the perfect spot for cocktails and dinner before seeing Osgood Perkin’s “The Monkey” at the Strawbridge Regal Cinema. For an appetizer, we had Burrata over an olive, fig, and rosemary tapenade served with crostini and roasted garlic tomato We enjoyed the seared sesame tuna served with chive, sesame ginger veggies and noodles and the “Forbidden Bowl” with black rice, wild salmon, avocado, roasted red pepper, cucumber, wakame seaweed, peanut ginger sauce, and sesame seeds. Both dishes were fresh, flavorful, and light enough for us to leave totally satisfied with no leftovers. Service was great and we loved every minute. Be sure to check out this small, but charming restaurant with a fresh and eclectic selection of both food and drink.

The appetizer menu alone is top notch. We were a party of six and ordered – Hawaiian tuna tower, calamari, coconut shrimp,
Beet salad and chicken Yamatori. Our group devoured them all.
On to the entrees – forbidden bowl, mushroom ravioli, stuffed chicken and shrimp Palermo. The device was top notch. Food arrived in a timely fashion. Our waitress was on top of each food delivery and kept our beverages full. The prices are very reasonable. I’ll be back again.

We’ve really enjoyed this restaurant. With a young child during off-hours, it’s been great. Servers are attentive, and the menu has lots of great options.
Unfortunately, we had a bit of a hiccup during a takeout order with all our family in town from Richmond.
First: My father-in-law and I both ordered ribeye steaks, which are listed on Google as $34. But we were charged $44 each. I called to inquire, and the manager confirmed the true price is $44, and apologized for the inconvenience.
Now, they obviously don’t owe us anything. That’s the price. But given the discrepancy on the Google listing, I would have expected at least an offer of a gift card, a dessert next time we come in, something.
For what it’s worth, the steaks were not worth $44. They were barely worth $34. Both were undercooked, chewy, and not a particularly good cut of meat.
Second: This is the $7 Cesar salad. Pitiful looking and no dressing.
We will continue eating here as we really do enjoy many if the menu items, but this was a missed customer service opportunity in my opinion.

Our dinner was wonderful! Our waitress was very helpful with our choices of dishes and she did not steer us wrong. We enjoyed some of what I believe are their best menu options. From creative cocktails to a fantastic dessert!
The scallops were delicious and delicately cooked. The beet salad was light and tangy. My steak was tender and full of flavor with a chimichurri that had a little kick. I loved the sweet potato fries with the cherry bbq dipping sauce! The cinnamon bun bread pudding was the icing on the cake!
The cocktails were amazing and one wasn’t enough.
The atmosphere is casual and they are kid friendly, but this is a high end foodie restaurant that is great for a date or a night out with friends.
