I visited Pho 88 in downtown Washington, DC with friends (three adults and one child) for a late lunch and was very disappointed with both the food and the service.
From the start, service was uncomfortable. The male server appeared disengaged and uninterested in serving our table, spoke in short, one-word responses, and quickly walked away while we were trying to order. Overall, it felt like he did not want to be there, which set a negative tone for the entire visit.
I ordered the shrimp fried rice. When it arrived, it was unappetizing in appearance—very dark and unlike any shrimp fried rice I’ve had elsewhere. While I initially assumed it contained excessive soy sauce, there was very little flavor at all. Instead, it tasted greasy. The shrimp still had the tails on, requiring me to remove each one individually. The shrimp itself was overcooked, tough, and had a strong fishy taste, suggesting it may have been frozen and reheated. After only a few bites, I could not continue eating it.
I sent the dish back, but no one returned to check on me, offer a replacement, or ask if I wanted to order something else. I sat for over 10 minutes while my friends finished their meals without any follow-up from staff.
I also tried the shrimp dumplings. While the flavor was acceptable, the shrimp inside appeared slightly undercooked, which was concerning.
Between the poor service, lack of attentiveness, and unsafe food quality, this was a very disappointing experience. I would not recommend this restaurant to anyone.
Also I noticed a lot of Asian locals eating here so just going off that I just wonder if the bad reviews are mainly out of towners who aren’t Asian.
We would eat here again if we.wanted Pho.
But the service is absolutely slow. The server seems to disappear after serving our food. She never came back to check how we find the food, didn’t ask if we need anything more, we couldn’t get our drinks refilled.
For a slow evening. This is a good place to consider around the neighbourhood.

We ordered 2 bowls of pho, 1 bowl of fried egg noodles, 2 orders of fresh garden rolls, 1 grilled pork rice platter, 1 order of flan, and 1 order of the spicy black bean spare ribs all for $115 before tips.
PROS:
* Food was delicious. The pho exceeded my family’s expectations and had the authentic taste and ingredients. The pork platter did not.
* The service was speedy. The food arrived within 15 minutes.
* Restaurant ambiance was very eclectic reminding me of the streetfront restaurants near the University of Shanghai in China. I was impressed by how they managed to make such a challengingly narrow space feel so inviting.
CONS:
* I was slightly disappointed that the waitress was Chinese and not Vietnamese. I was expecting to practice my “Tiếng Việt” (Vietnamese language) and did not get the opportunity to do so. I must say that “Chinatown” is truly China town, and I was glad that they offered Vietnamese cuisine. We also noticed a few spelling errors with Vietnamese translation on the menu. “#7 pho rua cai” is supposed to be “#7 phở rau cải” or “vegetable phở with cabbage”.
* The waitress’ accent made her English a touch challenging to understand. There was a mixup with the order, but I accept responsibility for not clarifying what I really wanted. She repeated the order back to me, and I was too ashamed to ask her to repeat it a 3rd time.
* My family was expecting homemade French flan, but it was prepackaged.
SUMMARY: I would go back someday.
I received rancid, expired, from lidl and/or food that is clearly heated from frozen. I couldn’t eat a single item out of my expensive order. When ordering for delivery, the flan depicts a professional photo of homemade flan. What I received lidl brand flan that expired over a month ago. None of the food in my order was safe for consumption and ended up being tossed. Complete waste of money.
There were 2 servers in the restaurant, they are both busy, the waiter is okay he is helpful and respond my request quickly. The waitress is unresponsive, I had to asked her twice for the high chair because I wasn’t sure if she heard me or not, she just passed by and left, that made me upset and wanted to leave the restaurant but then she brought the high chair out. Really disappointed.
Food is 7/10.
