I’ve been to Pho Hoa Binh twice now – my first visit was about a month ago, and I just returned today. I’m absolutely impressed by the staff’s friendliness and amazing memory – they actually remembered me from my first visit! That kind of personal touch really makes you feel welcome.

The pho here is consistently delicious. Every bowl we tried was flavorful and satisfying. But what really stole the show for me was the Vietnamese iced coffee – it’s absolutely incredible! They top it with a thick layer of milk foam that makes it tastes more delicious

The combination of excellent food, memorable drinks, and genuinely warm service makes Pho Hoa Binh a place I’m already looking forward to visiting again. Highly recommend!

This establishment fell well below expectations. I first ordered the summer rolls, and when they arrived, the peanut sauce was extremely hot, indicating it had been microwaved rather than prepared fresh. The shrimp inside the rolls tasted old despite the restaurant’s claim that they make them fresh daily.
I then ordered the flank pho. The flank meat was pale and almost entirely fat, with none of the pieces resembling properly cooked beef. The flavor reflected the appearance—the meat tasted old, and I ultimately removed it and ate only the broth, which was bland but I was hungry enough to continue.
When I went to pay, I explained that I did not eat the summer rolls and would only be paying for the pho. The staff pointed to a sign reading “NO REFUNDS.” A refund applies after payment; removing an unsatisfactory item before payment is not a refund. Despite this, they insisted I pay for the rolls I did not eat. As I paid, the owner’s son grabbed the money from my hand and tossed the change back at me, which I found extremely unprofessional.
Overall, I would advise caution if you are considering trying this place for the first time. The food quality was poor, and the staff seemed unwilling to acknowledge or address legitimate concerns from PAYING customers

We first came here at the tail end of noon on a Sunday. The place was empty when we arrived, but filled up quickly after 1pm. The place is dimly lit and decently clean with music playing in the background. They have 2 small tables outside on their porch. Note that this place is located in a busy shopping area (most of the activity at the Megamart) and the area itself is on a slope. I advise caution in the parking lot.

The staff here are friendly and the service is quick. You pay at the counter after you’re done and they do accept credit card. Something I found interesting is that they have a bench by the counter, presumably for if you’re waiting for a carry out order.

The food here is pretty good. The peanut sauce for the imperial rolls actually has peanut flavor. The pho broth is also very good and they give a decent amount of meat and noodles for the price. For the Vermicelli dishes, they offer choice of thin or thick noodles. These noodles are round and chewy, though the thick noodles are obviously more chewy than the thin noodles. They are also served with the cucumber cut and arranged into a heart. The meat with the vermicelli is marinated and a little too salty. The carrots are also marinated (sweet and sour). I ordered a Taro Smoothie, which was more like a slushy. There was a good amount of taro flavor, but honestly too sweet for my liking.

Overall, would come again.

This restaurant is well lit, clean, and has lots of seating. Employees are welcoming and the atmosphere is very relaxed. It’s the perfect place to enjoy a quiet dinner. I had the special bun bo hue and the lime juice. The soup was very clean tasting and the meat was tender. Lime juice paired well with the soup. I will be back to try more items.

Ordered a take out for two grape beef rolls. Practically all the meat is fatty/unchewable membrane and no lean content. Hope to suppoet local business but this is ourtrageous. Not gonna order here again.

Broth is average and lots of beef impurities that could be sifted. Meat quality on the low side w not enough care and attention to cutting out inedible pieces. I wouldn’t order the fried spring rolls — definitely not rolled to order. Still, serviceable pho spot but I don’t have any desire to return. Nice atmosphere and service.

Pho Hoa Binh keeps getting better! Service is quick, there are no long lines or strong kitchen smells — just great food and a calm atmosphere. The soup base tastes even richer and more flavorful than before. Truly one of the best Vietnamese spots in Rockville!
And a special shoutout for hiring a waiter with autism — that’s absolutely wonderful and deserves real respect.

Best Pho in the DMV!!! The summer rolls are amazing!!! Super fresh made. The rice paper they use is super chewy. I can’t describe it, but it’s phenomenal. The Pho broth is super tasty, clear and less fatty than other places.
I can’t believe I found this amazing place.
If you like Pho give this place a shot.

Had the SP pho and grill lemongrass chicken over rice.. the pho broth didn’t taste normal, it had plastic taste.. not sure if it was towards end of the day before they close. Will not go back again, the portion of the grill chicken was like kids meal. From the pics, that was after half of the portion of the chicken. I guess the reviews were deceiving over all.
