Very tasty Mexican food served here! I’m glad Bellevue has a spot like Toluca. It is much better than Chipotle or Taco Bell, that’s for sure. They even have a drive through for your convenience, and the prices are very fair. I tried their cream cheese and raspberry chimichanga dessert and the chicken quesadilla.
Both of these items were pretty good, especially the quesadilla. The size is quite large and the portion was more than ample. Great price too. They really load the quesadilla up with tons of cheese, which I definitely appreciate! There are onions included within the quesadilla, which I did not see listed in the ingredients on the website. No lettuce or other veget though. Chicken had a good texture and flavor, but seemed to be dark meat. A bit oily, but crispy and delicious. Very good overall.
The chimichanga dessert seemed unique to me (as opposed to their other offerings like churros or rice pudding), so I gave it a try. Not that great. It may have not been homemade, since it was served in a packet labeled by a Mexican food manufacturer. Not bad though, just not very flavorful. Maybe try the rice pudding instead. Price is one again great, but the portion is decently small.
All in all, I am definitely satisfied with my order and am happy to see a small business Mexican restaurant in Bellvue. Food quality seems pretty high, and portions as well as prices are excellent. The flavors are there too. I recommend the quesadilla.

What a hidden gem! We stopped for lunch & WOW was it delicious! They have a drive-thru for those in a hurry. True Mexican cuisine that was so fresh! The owner was so friendly. Personally came over to us and asked how our meal was & the miss who waited on us was so sweet! This will be a go to place moving forward!

We had a chance to try ToLuca this week and were pleasantly surprised. The food was amazing with each component bringing it’s own flavors that were only enhanced when combined together. The staff was extremely friendly and helpful with dietary restrictions. We will definitely return!

Great blend of flavors. Tacos had a wide variety of toppings. Very fresh flavors and ingredients. And they get your food out super fast which is always a bonus if you’re hungry! Can’t wait to come back and try more of the menu

Sorry. I don’t like to leave bad reviews. I feel like this meal was weak. Traditional chicken taco. Low flavored chicken, cilantro, and red onion.i did put the salsa on but garnishments are much needed to try and get some flavor going. (Thought the lady said I would be getting them.) Im also wondering with how much they gave. Not worth it. Could’ve made at home for less cost and more taste. Hope others get better results and the place does well.

AMAZING!! I wish I could give ToLuca more than 5 stars. Everything was fresh and absolutely perfect. The fresh chips and salsa were incredible. We got soft steak tacos & soft beef tacos and they had fresh veggies and rice on top, sooo good. I highly recommend you try this place because once you do you’ll be hooked!! Also, the staff is so kind and welcoming and they made sure we were enjoying our food (we definitely were!)

Wasn’t what I expected. Small inside with a takeout feel. Still have some room to improve on details and atmosphere but the food was good and lots of flavor. Staff which seems to be mostly family was very friendly.

My significant other and I grabbed an early dinner here, after seeing this new restaurant on PA-65. I had chicken enchiladas and chili. The enchiladas were OK. Serving size was generous, and tasted good. I have had better but it was not bad at all. The chili was above average for restaurant chili. My better half had a steak bowl – think a steak burrito, without the tortilla. She also had a side of tortilla chips and queso blanco. The bowl was terrible. The steak was over cooked to the point she commented to me that she didn’t remember ordering a jerky bowl. The queso was also unimpressive. I’m giving it 3 stars. My meal was fine. Hers was less so. For 2, the food above, was $29, which frankly is steep since this is non-franchise fast-food, not sit-down with wait staff, and bus service.
